Problem with Chr(173) and Chr(160) in 9.03?

I saw in functions_filters.asp of version 9.03, the format of Chr(173) and Chr(160) is added to removeAllTags and other functions. But if having this, some French's characters can not display in topic's title: "à" --> "?>", "í" --> "?>". It's ok in topic's content (thread).

When i tested in this forum (version 9.04), it doesn't have this error.

What is the risk of these characters and is it already fixed in 9.04?
