Adding text toward the top of all pages

I've noticed that the header.asp file is included at the Very top of every page. By editing this file your addtional information will be displayed above the title pic and the navagation icon links. Is there a way to easily add some text information in between the title pic and the navagational links at the top of each page.

The second question is there an easy way to add text to everypage  at the bottom of the main title pic and on top of the page title and make this text appear in every page?
