hmmmm..  Just on a whime I changed the setting from TRUE to FALSE and now the site is working perfectly!  It's been set to TRUE for a very long time without problems.  I wonder if there is some issue with the new version of SQL Server that’s now in use?  No doubt that when they upgraded the server the captcha thingy stopped working.  At least my site is up and running now and new users can join and I can admin the site. 
 
Any thoughts of this recent discovery?

We have machines ourselves with both the 32bit and 64bit versions of SQL Server on them, the only difference is memory management allowing the 64 bit version to access much more memory and more efficiently, but this has no effect on the databases, which don't care if they are on a 32bit or 64bit version. The only difference is you host can now cram more databases on the server.
