Timeout Errors (indexing)

I have been getting timeout error off and on since I have upgraded to 8.
 
After searching the messageboard it appears that this is usually caused by a overloaded SQL server (I am using MS-SQL).
 
I mentioned this to my host (JodoHost) and they said that their server is not overload, they said I need to talk with my "database programmer" to "enable indexing".
 
I need some help.  Is this an option that I can "turn on" or do I need to press them more to move my database to a less busy server?
