I just downloaded v 8.03 and am trying to upgrade from 7.9
 
Are there instuctions somewhere that I am missing on how to upgrade? I don't want to replace my database but do I just import all the other files?

There is a database upgrade tool available on the download page, which also comes with instructions on how to do the upgrade.

If I upload the Version 8.x over my versin 7.9 do I need the change the configuration files as well?
I am not talking about the access data base but the asp pages which I had modifed for data base location, email set up etc...

Version 8 is a completely new forum engine, so yes you would need to update the path to the forums database Access again, however, this is much simpler in version 8 as you only need to update 1 file called database/database_configuration.asp

As far as the email goes, if you mean do you need to edit the email files to add in SMTP authentication, in version 8 this can now be setup from the online admin area.
