Is there a way to personalise the e-mails sent to each member when using the mass e-mail members function?

For example, I want to write 'Dear <<username>>'.

Can this be done or is their is mod availible that will do this or something similar.

Not in the present version.

A mass amiling ins't permitted by 99% of web hosts what you have is only a basic mailer.

Sothing like Web Wiz Mailing List would be better for what you require and your forum members can be imported into the mailing list software.

Is there a way to combine the two?
Have an extra setting in the profile setting section for registered member where they can choose whether or not to receive the newsletter? Then members could receive the forum newsletter if they want it and there are no issues concerning spam.

The admin should still be able to send an e-mail to all members regardless via mass e-mail member function for important information etc.

Is this possible or a mod available? (Using version 7.9.)

The newsletter and forum are two completly different applications and work in different ways so combining the two would be a difficult task.

Why not just have the mailing list also on your site then invite those that do want to receive your newsletter can be invited to join.
