Have you editing the file includes/browser_page_encoding_inc.asp in notepad so that it uses a page encoding that works for the language you are using?

I've edit broswer_page_encoding_inc.asp

but instead of my language in Topic header. I found unicode numbers (eg #453123)

and my language only visible in Mozilla. not with IE.

When you change the page encoding it will mean new posts should display correctly as they are then correctly encoded when sent to the web server by your web browser.
