Time offset from forum time

I can set Time offset from forum time from the edit profile as a registered user. But If you are not registered you can not see the correct time. How can I change it to set time offset for all users from admin panel ? I couldn't see any option for it.

The time is taken from the server time as ASP doesn't have a way of getting GMT or UNC time.

Each user, once logged in can change the time from the server time.

The only way to change the global time is to have the time changed on the server.

Can I change the server time for example +7 from the script ?

There's a gloabl offset mod that I created for version 7.8. If you do a search in the mod area you should find it. It works on 7.9 as well.

I've installed that mod and it has changed the server time +1,5 but I  I want to make +7. I couldn't find where to change it.
