insufficient_permission.asp

I've located a minor code issue in insufficient_permission.asp. I'm using an absolute positioned site header that is inserted into header.asp and relative positioned code in footer.asp. All pages appear to operate fine and begin rendering below my site header code.

The file insufficient_permission.asp, or the code that calls it, is causing the code in footer.asp (my site footer) to start rendering from the top of the window underneath my site header. As mentioned, all other pages are fine, the footer is below the forum page.
