Since upgrading to 7.97 I have been unable to make a sticky topic or to post "an announcement in all forums."
I try and nothing happens.

Does it not display the drop down to create a sticky topic?
Also make sure in the admin area that you have permission to create sticky topics.
If that fails, then I would suggest upgrading to version 8 to see if that solves the issue.

Yes the box is there, and I have Admin permissions. I just checked and all my forums are to "sticky's" Admin only.

Nope I just tested it again. It lets me post the new topic, but it is not sticky or in all forums. (pssst, I am afraid of V8  )

Very strange could be a corrupted file.
You shouldn't be afraid of version 8, it's had a complete re-write and is much more powerful, faster, secure, and better than version 7.x

But the install frightens me.  I don't want to loose my current stuff. I already did that once! Now I have my regular forum and an"archived forum" which is really just parts of my old forum that I destroyed. Don't ask, it wasn't pretty.

Not sure, just re-upload them all to be safe.
To upgrade just backup your database first, then if all goes wrong you can just go back to your old database and your old forum.
