For the report post button to appear you need to have the email fetaures enabled from the admin area.
Once this is done, the report post button won't appear for admin and
moderators (as there is no point in reporting a post to yourself) and
for the person who posted the post (there's no point in reporting your
own post).

1) So all these need to be set to yes
Email Notify
Allows users to receive notification of
replies to their posts or new posts in forums.
Send Post with E-mail Notification
Allow the full message
that has been posted in the forum to be sent with the email notification.
Email Activation of Membership
If you enable this new
members will be sent an email containing a link that they will need to click on
to activate their forum membership.
Built in Email Client
The built in email client allows
members to send emails to other forum members directly from the forum, as long
as both parties have a valid email address in their profile.
The only one set to yes at the moment is
Email Activation of Membership
2) By setting all these to yes, do webhosts have any problems with having such a email system enabled.

it depenmds oin your webhost, they should be ok if they are not miss used, by your users.
im not sure if all have to be enabled but would guess so as there is no spacific email feature to enable email features.

I have turned all the email settings I posted above to YES the report
button is there now and from my test account I reported a post and the
email arrived.

Here's an interesting twist...
Yesterday I set up 2 users - dpyers and dpyers1 and entered a post from each one.
- I closed the browser (FF) after creating each user, before posting, and after posting.
- dpyers did not see the Report button on dpyers1 posts, and vice versa.
- Shut down FF and tried logging in as each user through IE. Same
results. Each user did not see the button on the other users post.
When I went back in today, the report button showed on the other users post like it's supposed to.

Glad its working, did not really want to open the email system but I
feel that the report button is needed, now all I need is members!
