Will I have the rights to use any mod in any new builds using WWF for resell, private, etc.

You would have to check with the person who built the mod you wanted to use.

But as far as reselling Web Wiz Forums goes, it's not permitted to redistribute Web Wiz Forums, even with a Developers license.

With a Developers license you can use Web Wiz Forums within your own software. The license agreement specifies more fully what you can and can not do.
