Then as I said previously the incrementing of the view count is done in a procedule way, by reading in the view count, add 1 to it, and save it to the database.

The only way it will increment twice is that if for some reason the file (page) is being requested more than once.

This could be to do with your server setup, but my guess it is more linkly to do with ad blocking, AV, firewall, etc. software that you are running on your PC's that are effecting it by also sending a request to the file (page).
