Still get register error

Our IT manager says that there is nothing wrong with the server setup and that Jmail is working accordingly.  the email settings are also ok (Im sure!!)
 
so when i try to register i receive this error:

"jmail.SMTPMail error '8000ffff'

The message was undeliverable. All servers failed to receive the message

/functions/functions_send_mail.asp, line 226"

but the register is still going to the administrator's email account stating that the user has been registered.
 
please can anyone help.

This error means that JMail can not connect to the SMTP server, your settings somewhere are incorrect or the SMTP server is down.
