By most accessibility standards, any image is supposed to have alt/title attributes that will pop-up a description of the image.

If it's a link or action image, it should pop-up a description of the action that will occur when the image is clicked. - e.g. if you hover over the Smile emoticon in the RTE, it should say something like "Insert Smile Image In Reply" instead of just "Smile". Hovering over the Quote button should say something like "Quote this message in reply".

I beleve WWF was initially developed before UK accessibility standards were implemented. I've never seen such a list but by right-clicking an image and selecting properties, you can view the image name. Most of the names are pretty self-explanatory and should give you an aid in creating a list.

Lead me not into temptation... I know the short cut, follow me.
