.htaccess files are web configuration files for Apache web servers, and mod_rewrite is an Apache module for rewriting with the rewrite rules being located in the .htaccess file.
I guess what you are asking with the last two is if we support rewrite rules in an .htaccess file. The answer to this is yes, through ISAPI_Rewrite, but you need to rename your .htaccess file to .irwaccess to prevent conflicts on our shared hosting platform.
You can also use the native Windows Rewrite Module, the IIS 7 Rewrite Mod, which places rewrite rules in the web.config file, but uses an XML format. This can be used to rewrite URL's for PHP as well as ASP.NET and Classic ASP. WordPress for example, when installed through Microsoft's Web App Gallery, includes rewrite rules in the web.config as opposed to Apache's .htaccess file format.
