I have an active users counter on my website which I made my self.
 
When Session_OnEnd is called it should -1
But it doesnt, is there a refresh timer??? or something

Session_OnEnd is not particularly reliable if you wait for the session to timeout. If you have the user logout, it will fire if you use a session.abandon as part of the logout routine.

Application_OnEnd never fires.

Lead me not into temptation... I know the short cut, follow me.
