It could be a corrupted database, try reuploading the database again. Also make sure you don't use Frontpage as this can change files, unless you have frontpage extensions installed on your site, in which case you will need to use Frontpage to upload files otherwise you mess up the Frontpage permissions. If you are forced to use Frontpage becuase you have Frontpage extensions then you may not beable to get the forum running ever.
