How can give upload permission ?

   Hi,

I want to give upload permission only to moderators and administrators. How can i set it ?

I use "pure ASP upload" script.

* some hacker is hack my forum (7.91) and he is upload and post a
turkish flag. When i delete this post, is automaticly created a new one
with some other username and the same content. When i delete it again,
it was created again. So, i disable the upload script (pure ASP) and i 

upload  patch  7.92.

Is all ok now ?

can he-they hack again my forum ?
