I Want to Set up a rules thread just like the one here but cant seem to find a way to create important topics and lock the announcement and keep open the forum topics. Can you explain how this is done thanks.

7.02 is currently in alpha testing and is used on this board. There is a mod that separates the sticky topics from regular topics.
