how do I change skins?

I hate to sound like an idot, especially on my first post to this forum, but I cannot find the link for the skins to download.  Can someone please tell me how to get to that page, or post the URL?

Skins can be found in the Skins forum, there is a link in the left menu to forum skins which will take you to that forum, where people post their own skins that they have made in posts on that forum.

Okay, based on what I read in the Forums Documentation for installing a new skin, I thought there was a place within the site itself where one could go and download new skins that had been offered by the publisher of this site.

But that's not correct is it?  Skins are developed by users who are allowed to post to the skins forum and the rest of us can download them from there.  Is that right?  (Just want to make sure I'm not missing something).

There use to be some on the site but these where dropped in favour of letting people post there own as I was inundated with loads of them and simply didn't have the time to keep updating the site with new ones.
