Are you asking how to design a theme for WWF? I'm not sure - design is not one of my strengths, so i've never tried, however the forum will be designed using Cascading Style Sheets which allows you to change various aspects of the layout, colour, fonts, sizes, etc.
Learning a bit of CSS would be a good start and finding someone who is good at computer art is very useful for help with the design of the shading, etc.

Can someone confirm - do we have to produce new images as such to really call it a new theme? Example - I change CSS files which change colours, fonts etc but I have never altered the original forum images that is provided by Web Wiz

I wouldn't think so. I was refering to creating the Aero "glass" effect (i.e. when you hover over a buton in Vista). This would require the "normal" button and also an image when "glassed".
Changes to the CSS would be sufficient for fonts etc, however if you wanted to change a "title bar" (such as on the Quick Reply underneath), it has an image as the background and this would need to be produced, as CSS doesn't currently support this type of effect (well it sort of does, but in different ways in different browsers).

Atleast Can We Make Basic Theme of Vista... Maybe AERO Possible In WWF 10 If It Use Something Like Flash....  Lolz I Have Never See A Flash Forum Yet....

Aero is possible with current WWF. It should not have anything to do with the versions of WWF. Aero can be acuieved using CSS and probably with a mix of JavaScript.

I do not think someone had done this before.
Since you only need to change the navigation bar, you just can replace the existing one with something with aero effect. It ishould be as simple.
