Is it safe to allow word docs, power point docs, excel docs to be uploaded?

As these can contain macros, then the answer for a public accessible forum would in theory be no. On an intranet you should be safer.
If you allowed it on a public forum then make sure to inform people that they must check all downloads for virii, and that its not your responsibility, etc.
On my forum I have only allowed uploads to members with 500 or more posts.
I don't suffer from insanity, I enjoy every minute of it.

To be honest as uploading requires write permissions on a directory that a hacker can know about, the only safe way it to not allow any uploading at all.

How did you do that? Can i make it so only admins/mods can upload?

You can set that up in the forum permissions area of the admin section. Just pick the groups you want to have uploads available for in a given forum.
