There is not an issue with IE 9 and Web Wiz CAPTCHA, more likely an issue with the way you have your server setup and it is not handling ASP sessions correctly.

Make sure that cookies and session variables are working for the website.

One thing that stops sessions from working is if you use an app pool that has multiple worker processes.

I'm not sure
One of our users also reported an issue with accessing Smarter Mail via IE9, so one wonders what Microsoft may have changed

I am 100% certain there is not an issue with IE 9 and Web Wiz CAPTCHA as we use it extensively within many of our own products and services and if there was an issue not only would I have an issue every day logging in to our own services but many of our customers would do also.

I have also doubled checked the demo at the page below using IE 9 on a number of different workstations and laptops here in the office and can not find an issue. Try it yourself in IE 9:-

http://www.webwiz.net/web-wiz-captcha/demo/

I suspect that the issue is either a problem with how you have your website setup to run the CAPTCHA or you are running something on your PC which is blocking cookies in IE 9.
