What I meant was that facebook simply gets the Like count for the
URL provided to the widget, either directly or by the address bar.
The widget is a simple bit of code such as "<facebook:like></facebook>" (
simplified as I dont know the code of the top of my head).
So you can provide the url for the button like so "<facebook:like>http://www.example.com/page.htm</facebook>"

So for example this page is:
http://forums.webwiz.net/latest-update-1013-resets-of-fb-likes_topic30585.html
Where as previously it could of been:
http://forums.webwiz.net/latest-update-1013-resets-of-fb-likes_topic30585_page1.html
http://forums.webwiz.net/latest-update-1013-resets-of-fb-likes_topic30585_page2.html
http://forums.webwiz.net/latest-update-1013-resets-of-fb-likes_topic30585_page3.html
These would be classed as different pages by Facebook and so would have different counts.
The only way it can be "Gamed" by a webmaster would be to set the url for the widget to "http://www.google.com/", but anyone who clicks the "like" button would be liking Google, not the website for the widget.
