Masquerading problem

On one of the bulletin boards we host, we've had a problem with someone masquerading by using &#nnn; in the username, which is different from the original so it is allowed, but is displayed exactly the same.

Is there an easy fix to prevent this particular abuse, and are there other methods I ought to try and prevent?

I don't have a standard Email sender on my (new to me) ISP so I'm going to have to mod the code (not too hard I hope) to enable my Email sender in order to turn on Email validation for new registrations. However, this only allows me to direct retribution for such offences!
