News Bulliten link going to wrong place

Howdy borg,
On my main forum when i click the header for "News Bulletin" it takes me to
http://www.ohiopbx.com/NewsPad//

and i have it configured to go to
http://www.ohiopbx.com/NewsPad/

I even removed the / at the end and it still takes me to the //

The reason this is an issue is because...no style is loaded w/the // check it out (click links above)

just clicking it from my MAIN forum..under all my normal forums. there is a category called "Bulletin Board" and right there when i click it it does that.

I changed my config to have a / at the end and to not have a / at the end and same thing both times.

correct i changed it to:
http://www.ohiopbx.com/newspad
http://www.ohiopbx.com/newspad/

within WebWiz forum ADMIN page, not the newspad admin page

and it always generates the same link:
http://www.ohiopbx.com/newspad//

I even made the changes and went to http://www.ohiopbx.com/default.asp?reload=true AFTER each change and nothing.

I removed
"If Mid(strWebWizNewsPadURL, len(strWebWizNewsPadURL), 1) <> "/" Then  strWebWizNewsPadURL = strWebWizNewsPadURL & "/"" from global_variables_inc.asp and it generates the link:
http://www.ohiopbx.com/newspad/
just fine..
