I know that this probably has to do with outdated software. But I have a guy that is using ME
 
He says that when he types the icons start jumping up and down and lighting up. But he says that there is all sorts of weirdness on the screen. Like things don't line up etc.
 
I recommended ensuring all the uupdates were installed especially the browser updates.
 
Woudl the updated browser help, does any one know, or is ME just too old?

This sounds very strange.

What browser is the user using?

Browsers older than 4 or 5 years are no-longer supported, so I would suggest your user download the latest IE or better still Firefox.

This happened to me before using firefox and it ended up being the scroll button of my mouse causing the problem, update the mouse driver and see if that works.
Handyman man?
