Is there a way to only allow certain users to ONLY POST REPLIES? Not allow then to post new topics?
 
I want to post the NEW TOPICS and give anyone else the ability to comment on them. I know the ww journal and the ww news also allow this but I am using the forums for other things as well.

you can set up so that registered users can post, but only forum admins can create topics.

these can be overridden if there is a group permssions or a member permssion record..

check out the forum configure page within the admin area. and set create topic to admin only
