I have made a page that works fine in IE but when i view it in netscape is doesn't load the pictures.

Your code is all screwed up man... you have 2 <html> tags, 2 <head> tags...who knows what else...

I would try to clean up your code, and then see if Netscape is still the issue.

I see now.

The reason i have two  is becase i use an include file for the header and footer. So i only have to change one file to change the look of the site.

Do i just exclude the tags form header and footer or do i open in header and then close in footer?

Include files will insert the WHOLE include file into the page. The include file should ONLY consist of the exact code that you are trying to insert.
