PM Messaging only for a certain group?

In version 7, you can create custom forum groups and assign access settings to those groups.

How would one only allow PM Messaging to a certain group?

e.g. Newbies are not allowed to use the PM system. Only people who have posted more than 50 times?

you would have to modify the code to do that............ not a good idea IMO.
