Does the general drivers (access and Jet) used by asp to connect to an Access db come by default with all Windows OS? And if not, which do not have them?

As far as I know they are there from Win98 onwards. Be sure to download the latest MDAC components from Microsft.

Windows 98SE was the first to come with MDAC, which included Jet 3.5 drivers aka Access 95&97. OS's before that need MDAC installed.
