  • Should use MS SQL server as a database
  • Ability to create seprate modules for different kind of  services with in the programs using wizard or WYSIWYG or any user friendly method requiring no knowledge of programming
  • Ability to give all kind of finiancial report like cash collected so far from the start of fiscal year, profit and loss so far, tax so far, any pending payments or credits to clear, etc etc etc
  • the software could be ready made or custom made if someone is willing to do it and reasonable cost

From what I understand you need a Accounts Payable to pay bills, a Accounts Receivable to receive bills, a General Ledger to well Ledger your accounts, possibly a Fixed Assets application for write offs etc. and maybe some Budgeting application for Budgets.

For all that you can get some crappy app like Peachtree or there are professional vendors out there that do that. It all depends on the client. If you go the professional route you can guesstimate a purchase price of $10,000 + , depending on the number of users and a yearly support agreement.

peach tree was tried out and never worked  ok no probs with money.. my friend got load of $$ that it wouldnt matter i he flushed down some in the commode .. they will want to hook the accouting system with their custom made B2B solution which will use SQL server as database and XML to exchange information over internet

Great Plains is a good software, very powerful but yet limited. One software I like because it is 100% module based and supports pretty much every data system from SQLServer over DB2 to Oracle is http://www.accurasoft.com/ - Accura
Even though it looks a little old-fashioned it is still powerful and you can just buy the modules that you need. It is written in Powerbuilder and does not use Crystal Reports which IMHO is a plus because I dearly hate crystal, there are too many apps using it and their runtime dll's are never backwards compatible. All that decision depends on the business type you want that for though. You have a wider choice for production/fabrics systems, thus my company produces those kind of apps (GL,AP etc) for Financial Institutions like Banks and Credit Unions. Requirements are very different so I'd say check out Accura as they can custom write a module for your business if required.

Versatility is probably the most important feature of a scaleable accounting software package.  Different sized and shaped companies have varying needs, and it should cater for them all and be able to shape itself around the company.
