OK, I am sooooo new to this it is rediculous.
I have muttled my way through the other asp stuff I did to my site, but this is beyond me.
I downloaded the files, and installed them onto my website here::
http://www.pwoo.org/Forum/
So, the question is so very simple...
How do i get started? I see no database, i see no forums at
all. Where the heck is the administrative menu that the
instructions say to access everything?

Looks like you have uploaded the wrong files, you have uploaded the
documentation on how to setup the forum rather than the actaul forum
files.
In the zip file there are a number of folders, you need to upload the
files in the forum folder, not the files in the documentation folder.

and when I open the zip folder, there are files, no folders. So where is the forum exactly?

Go to the following link:-

And download the version you require (probally the Access version)
Use the extract facility on your zip program to extract all the files
keeping the file structure intacted. Right click on the zip file and
choose 'Extract to:' option, usually keeps the file structure intact.
Inside the extracted folder you will find a 'forum' folder and a
'documentation' folder, you need to upload the 'forum' folder which
should be around 3Mb of files once it is unzipped.
