what's the best way to convert Unicode to ANSI?

I want to incluse a file but it contains Unicode characters, whenever i try to convert it to ANSI i get the characters scrambled.

ANSI supports 256 characters using one byte for a character, Unicode supports 65,000 characters using two bytes for a character. No way to map 65,000 characters to 256 without garbaging up the ANSI.
