What is the best way to provide a DR plan for SQL databases?
A simple backup of a single database would not be sufficient as there are other components to consider such as user accounts within SQL and more importantly (to me) are the DTS packages which are not contained within the database itself.

Any comments, ideas, or links would be much appreciated.

The best frontline defense would be a mirror server using Clustering, that way you have an exact image of the server still functional if 1 fails, then you can just rebuild the cluster. If you do not have 2 or more server available you can actually create a backup instance on the same machine and copy all objects over there, this will drag on your servers performance though. Using some good software like Veritas Backup Exec SQL Agent will let you backup everything you need to rebuild the server including the master database which can become somewhat tricky with standard sql backups.
