when i register a new user i get this messege :

Sorry, the Security Code entered did not match that displayed.
A new Security Code has been generated.
Please ensure that cookies are enabled on your browser.

but the cookies r enabled on my browser...

The most common problem for this is that your web site can not correctly set or read back in cookies.

If you use IP/domain masking, domain forwarding, etc. for connecting to a web site a browser can not correctly set or read back in cookies.
