i need some help

perhaps im having trouble understanding this but.

I cant set the forum so that only certain people can upload avatars // files

what i want is to eneable uploads only for admins mods and one special group

no matter what i do its either available to everyone or no one

help please

That is correct, you can not set permissions on who uploads avatars.

Either the setting is on or off.

Only once users are registered can they use the avatar uploading, if it is enabled.
