Can I test my Perl pages on my local machine which has Windows 98 Operating system prior to uploading to web server?

Yes. You can test Perl on your 98 box. Check the documentation for it for running command line Perl. I never use PWS, and I've forgotten whether or not it will run CGI. I think it does, so just check http://localhost/cgi_bin/the_perl_script_page.cgi - http://localhost/cgi_bin/the_perl_script_page.cgi to see it run.
