Not sure what you mean by "API Resource" but one of the better starting points for VB would of course be MSDN

In VB6 you have the api view that you add by using the add-in manager. You can use it to list the api's but it does not give any info about what they do.

I would sugest you search MSDN using the name of the API, if it's microsoft, there will be some reference to is somewhere on MSDN.
