Please read the documentation that comes with the software.

thisi s a folder ,permssions problem make sure the folder containing the database has read,write and modify permissions enabled on it.

it is read/write thats my problem is there something in Windows XP pro that might still keep it read only i can't see it i have done each directory and sub directory and every file that came with webwiz

You need to set read, write, and modify permissions for the IUSR account on the directory containing the database. Also check the 'read-only' attribute is not set on the actual database file.
