If we want to create a site that changes monthly to different current events, would we be penalized by the SEs.  that is, if it is, one month it might be about the guy that just admitted to doing the bombings in the Olympics and then 3 weeks later the National Book Award is given out and we totally change the content to that.  Let's say we have a page rank of 1 (good enough) but the content is always very popular, would we still be able to come up decent on the Serps if we do great on site SEO and general back-links.

Generally yes.
Search bots like content that changes frequently and will index your site more often because of it - which also means your page rank is exposed to changes in the ranking algorithms more frequently - for good or ill.
 
I'd make sure I had text with my keywords (e.g. in the news, current events, etc.) always above the articles - Preferably within the <H1> for the page.
