Does Google look at meta tags at all, or is it all done on content nowadays?

It probably looks at them but how much weight it assigns to them is thought to be pretty small. Probably a good idea to have them though - who knows what the future will bring.
 
I only use metatag keywords that are found in the content on that page or in the content of referrer pages. I think I might be making a mistake to use words from the referrer pages that aren't in the page containing the metatags but I haven't done it enough to make a judgement.

I think it may use the meta description but I think that is the only one.

I would assume the index,follow, etc has been replaced by robots.txt

And keywords no longer count
