I am looking into getting a new pc to do web development from home. Do you have any recommendations? Which manufacturer, speed, memory, video card, etc???

It all depends on what sort of content you are intending to put on the site.....

If you're just looking to use text & images then you won't need anything overly powerful. However, if you want to do stuff like video and intend to edit the videos yourself, then look to get something more powerful.

Like Gary said, web development isn't a very system resource intensive job.  I would recommend at least 256mb ram so that having several programs open at once and switching between them won't be a problem.

I would reccommend at least a dual pentium 4 3.8Gb processor w/600Gb hard drive and 2.4 Gb DDR memory!

Just kidding, pretty much any new computer out there has plenty for web development. Just put a good stable OS on it and you'll be fine (Win2K is great, Win ME sux!)
