| Google is doing this for certain keywords and I think you have a 1/1000 chance of getting it for other searches as well. It is part of there beta testing. |

Google has 10 or 12 different server farms for just the US google. They
usually test new algorithms on 1 or 2 before rolling them out to the
other farms. Even then, they don't roll out to all the others at the
same time so YMMV a lot.
