Hello,
I want to block the IP of a member but he has different IPs on his every message. How could this be possible? What should I do? I banned the IPs I detected but he registers immediately again and again with a different IP.
 
help please.

It's difficult if the user masks their IP address.

You could always make the forum so that the starter (new user) group has no permission to post in forums using the permission system. Then manually move those new users you want to a group that does have permission to post in forums.

And he has a different email address each time?  How do know it is the same person each time?

Every admin/webmaster has that problem when he is running an open website where people can sign up. And there is absolutely nothing you can do about it, people can use anonymizers, mask their IPs or simple get dynamic IP addresses from their internet provider. Free email addresses they can get obtain in masses by using one of the many tools that are floating around in the www.
 
Whatever you do (e.g. cookie check), there is always a way to overcome it.
 
The only way to get rid of multiple accounts is to make your website members-only, meaning that people require a username and a password to gain access. But then it is not an open website anymore.
 
You have to live with it like everybody else has to.

That is not really the same problem.
 
All you have to do is to close the forum for guests and only allow members to post.
 
And a mod that would allow you to close topics for guests does not make any sense here, whether you would delete the guest post or close the topic for guests, it is the same work. It will end with all topics getting closed for guests and that you can achieve much simpler by closing the forum for guests right away.

If it's the same message everytime, it would be easy to modify the post_message.asp file to redirect such entries into a quarantine forum and even immediately ban the suspect IP.  Similar to the comment spam blocker I'm using ( http://forums.webwiz.net/forum_posts.asp?TID=16020 - http://forums.webwiz.net/forum_posts.asp?TID=16020 ).
 
Instead of searching for hyperlinks, search for some significant chunk of the offender's message.
