Is it possible, given the right software or knowledge (or both), for a normal Messageboard member - ie with no Mod or admin rights - to find out board members IP addresses ?

not using this system using other methods yes.but not using the forum only members with admin or mod permissions can view IP Addresses |

There's a couple of sigs that show a character holding up a sign with
your ip address but each person sees their own address - other people
see their, not yours.
