I searched and all the threads on resizing the toolbar are from old versions. How do I resize it in the most recent version? It expands to bigger than the size of my containing element and breaks my page layout.

Also, is it possible to style it differently from page to page?

The size of the tool bar uses some Javascript that takes the size of the textarea and makes the toolbar the same size. It's done in RTE_javascript.asp file at line 114:-

//make toolbar the same size
document.getElementById('toolbar').width = textAreaWidth + 2 + 'px';
