Is it possible to change this? I don't want an http link, I want a
relative link for most of my stuff. Also, is there a way to make it so
that it doesn't rename images when I upload them through the RTE
(Example: Map.gif becomes 546_map.gif). I'd also like to be able to
make it use relative paths for my image links as well.

Your links depend on what browser you use.
Microsoft have written the RTE tools in IE so that it re-writes allot
of the HTML producing as always with MS software really awful code,
including putting in full paths in links and image links. Hopefully IE
7 may address these issues.
The renaming of images depends on which component you use and if you have over writing enabled in the RTE_setup.asp file

I found a way around the writing full path links from images, I just
replace the "http://www.whatever.com/" string with nothing and get a
relative link. I can't figure out a way to replace the "http://" that
gets added (I believe through a form that's controllable) when I try to
create a link. I can't just replace all "http://" without killing links
I actually want to go to external sites.
