How I can disable a user without deleting the account.
 
I use the "inactive" feature but the user has the original email and re-activates.
 
I changed their email address, and their password, but still they are posting!
 
Any ideas?  Not sure how he's getting back in...
He's a person who's been harassing me...

The original activation email won't activate the account, but another bug in a previous version meant that users could get around having their accounts deactivated.

Upgrade to the latest version.
